A permit is needed to remove a Heritage tree: any tree 48"+ in circumference (about 15.3" diameter) at 54", or any oak, redwood or cedar 12"+ in circumference (about 3.8" diameter). This includes dead or fallen heritage trees at a home. Fee $178 plus $61 per additional tree.

How to apply: Apply for an Urban Forestry permit online. Fee $178, plus $61 per extra tree at the same address (from July 1, 2026); decision within about 45 days.

How to measure: most Bay Area cities measure trunk diameter (or circumference) at 4.5 ft (54") above natural grade, but some measure elsewhere: Berkeley at 4 ft, Redwood City at the widest point between 6" and 36". Where a city sets its limit by circumference, we show the diameter (circumference ÷ 3.14).
